1. Hold high-AOV SEPA fulfillment until funds are settled or require card for rush ship.
2. Alert on charge.refunded / payment_failed for sepa_debit.
3. Reconcile returned SEPA vs shipped orders weekly.
4. Document staff rules by AOV and country.
